20hz from a $20 Subwoofer? Budget Build?

Can you really get 20hz from a $20 subwoofer? Parts Express sent me a GRS 10SW-4 that states it can get 20hz. Can it really? Or are these inflated specs? Today we will test that Theory and see if this how low we can actually get and whether or not this is a good budget build.
